Australian International Education: Concerns and Consequences of Visa Decline 2024

Australia has long been a leading destination for international students, but 2024 has marked a significant shift in study visa grants. The latest data from Australia’s Department of Home Affairs reveals that study visa grants for offshore applicants have decreased by nearly a third (-29.1%) during the first four months of 2024, compared to the same period in 2023. This drop comes on the heels of new, more restrictive migration policies, tightening visa requirements, and higher rejection rates.

A Drop of Nearly One-Third in Visa Approvals

From January to April 2024, 74,421 study visas were granted to offshore applicants, a steep decline from the 104,808 visas granted in the same period in 2023. This near-30% drop is significant but still less dramatic than the 53% decline during the height of the COVID-19 pandemic in 2020. Sectors like vocational education and training (VET) and the English Language Intensive Courses for Overseas Students (ELICOS) have been particularly affected, with visa grants in these sectors dropping by 69% and 56%, respectively. These declines represent some of the lowest levels in over a decade.

Impact of New Migration Settings

The drop in visa approvals can be largely attributed to new migration policies introduced by the Australian government in December 2023. These policies include a higher minimum financial requirement for prospective students, a cap on international student enrollments starting in January 2025, and restrictions on students’ transitioning between visa categories. As a result, students now face stricter criteria to prove financial stability, demonstrate English proficiency, and pass the “Genuine Student Test.” These measures have contributed to the increasing rejection rates for offshore student visa applications.

Falling Approval Rates

In the first four months of 2024, the overall approval rate for offshore student visas fell to 77.4%, down from 80.5% in 2023. Historically, approval rates have averaged nearly 90% for offshore applicants from 2005 to 06 through 2023. For both the VET and ELICOS sectors, approval rates dropped to historically low levels of 37.8% and 74.8%, respectively. These numbers suggest that visa processing for these sectors has become significantly more stringent, likely because of the new policies and heightened scrutiny of applications.

The VET and ELICOS sectors have been disproportionately affected by the decline in visa grants. Together, they accounted for 61% of the total drop in offshore visa approvals from January to April 2024. The ELICOS sector, in particular, saw a dramatic decline in approval rates. For example, Colombian applicants experienced a sharp drop in ELICOS-only grants from 95% in 2023 to just 32% in the first two months of 2024, marking a historic low.

Concerns from the Education Sector

The decline in study visa grants has raised concerns among Australian education providers, who argue that these policies threaten the long-term sustainability of the sector. Troy Williams, the chief executive of the Independent Tertiary Education Council Australia (ITECA), warned that the government’s restrictive approach could lead to financial struggles for many education providers, some of which are still recovering from the pandemic. Job losses in the education sector are also expected as a direct result of these visa restrictions.

Universities Australia’s CEO, Luke Sheehy, echoed these concerns, emphasizing the economic importance of the international education sector, which contributed AUD 48 billion to the economy in 2023. This sector has been a major driver of Australia’s economic growth, supporting not only educational institutions but also the broader economy through job creation and skills development. This ‘don’t give up’ mindset, often encapsulated by the phrase ‘Never Quit,’ is a cornerstone of personal success, growth, and achievement. It is the ability to keep even when circumstances seem overwhelming, or progress is slow. This mindset has been praised across cultures and throughout history, from ancient Indian scriptures to modern self-help books, because it is foundational to achieving greatness in any endeavour.

The Power of Persistence

The first key to the ‘don’t give up’ mindset is persistence. Persistence means refusing to quit, even when faced with adversity. In ‘The Bhagavad Gita’, one of the most revered texts in Indian philosophy, Lord Krishna tells Arjuna: ‘Be steadfast in yoga, O Arjuna. Her association with Sanjay Gandhi, coupled with her lineage as the mother of Bollywood actress Amrita Singh and maternal grandmother to Sara Ali Khan, propelled her into the spotlight of both the political and entertainment spheres. Wife and divorcee of an Indian Army Officer who was a close relative of writer Sardar Khuswant Singh, Rukhsana has many facets of her pleasing and controversial personality.

Days of Emergency, Sanjay Gandhi & Rukhsana Sultana

India saw dark days of emergency in 1975, declared on 25th June 1975, it prolonged for 21 months. During the Emergency, Sanjay Gandhi gained prominence as a politician, advising his mother on all fronts. Sanjay Gandhi played an important role in the arrest of senior opposition leaders and during the subsequent General Elections in 1977. Sanjay Gandhi attained the image of forced sterilization and moving people of the minority community out of New Delhi.

Being a very close aide of Sanjay Gandhi, she was put in charge of tasks for family planning around old Delhi, especially the Jama Masjid area. Sanjay encouraged her to work in the sensitive walled city area of the capital. Tasked with implementing Sanjay Gandhi’s family planning initiatives, she adopted a relentless approach that often veered into coercion and force. The forced sterilizations and slum relocations she orchestrated in the Jama Masjid area of Delhi sparked outrage and condemnation, particularly among the Muslim community.

Her aggressive tactics earned her a reputation as a feared and despised figure, with many viewing her as a symbol of authoritarianism and oppression during one of India’s darkest periods. Much beyond the given target of 8000 persons to motivate family planning, she forcefully sterilised 13000 people. She was so aggressive that people, especially Muslim used to see her as a fearful personality. The situation became so tense that it also caused law and order problems in Delhi.

Rukhsana Sultana, the mother of Bollywood actress Amrita Singh and maternal grandmother of actress Sara Ali Khan, managed a boutique in the Connaught Place area of Delhi. It was during her time there that she encountered Sanjay Gandhi, who visited her boutique, where she retailed high-end diamond jewellery, to purchase some diamonds to gift someone. Rukhsana was thrilled to see the prime minister’s son visit her boutique. After the first meeting, she told Sanjay that she felt highly motivated and inspired by his leadership qualities and offered to dedicate her life to his ‘cause’. The meeting blossomed into frequent interactions, eventually becoming public knowledge within the political circles of the time. Rukhshana’s assertive personality and influence were such that people often sought her out before approaching Sanjay Gandhi himself.

Many leaders and other people used to approach her for their tasks in governmental circles. Indira Gandhi, Meneka Gandhi, and many other congress leaders were not comfortable with Rukhsana. Ambika Soni, a politician from Punjab and a youth leader in those days, was one of them. Once she objected to her presence, but Sanjay Gandhi ruled out her objection, saying that Youth Congress needs Rukhsana, Rukhsana doesn’t need Youth Congress, so they must act accordingly. She was so special, often saying herself the ‘Ice Cream buddy’ of Sanjay. What it means was not clear to any.

Family background & married life of Rukhsana

Rukhsana, a niece of actress Begum Para and a pin-up girl of the 1950s was married to Indian Army Officer Shivinder Singh Virk, who was a close relative of renowned writer and journalist Sardar Khushwant Singh. Together, they welcomed a daughter named Amrita Singh. However, their marriage eventually ended in separation. Following this, Rukhsana Sultana ventured into the fashion industry in Delhi, where fate would lead her to cross paths with Sanjay Gandhi. Despite an attempt at a career in Bollywood, she did not achieve success in the film industry.

One thing that made my Cruise experience in Dubai even more special was the unexpected rain. Dubai’s desert climate rarely sees rain, and I consider myself fortunate to have witnessed this rarity. As the dhow glided along the Arabian waters, the Dubai skyline came into view. The contrast between the traditional dhow and the modern skyscrapers in the background was a sight to behold. The city’s top landmarks, including the iconic Burj Khalifa and the magnificent Palm Jumeirah, looked even more awe-inspiring from the water. It was a wonderful skyline all around with sky-touching buildings.

The Dubai Marina Cruise was not just about scenic beauty; it was also a feast for the senses. The cruise offered a delightful blend of entertainment, music, dance, and culinary delights. All team members enjoyed clicking pics and making videos. The onboard entertainment showcased the rich culture of the region, with traditional music and dance performances that transported us to another world.

The sumptuous dinner served on the dhow was a gastronomic delight. From traditional Middle Eastern dishes to international cuisine, there was something to tantalize every palate. And of course, the evening wouldn’t be complete without sipping on refreshing drinks while enjoying the cool breeze off the Arabian Gulf.

Gurdwara Nada Sahib, in the serene town of Panchkula, Panchkula on the bank of the Ghaggar River in Shivalik foothills, is a deeply cherished place for Sikhs. It holds a rich history closely connected to Guru Gobind Singh, the tenth Sikh Guru. Let’s explore its historical background, the miracles associated with it, its remarkable architecture, and its role as a pilgrimage destination and center of festivities.

Historical Background

In the early 18th century, Guru Gobind Singh was going through a tough time. The tenth guru halted here while traveling from Paonta Sahib to Anandpur Sahib after the VICTORY in the Battle of Bhangani in 1688. A man from the Lobana caste Nadhu Shah served SHRI GURU GOBIND SINGH JI with great dedication resulting in GURU SAHIB blessing him that this place would be called in his name. Guru ji blessed that people’s wishes will be fulfilled by visiting this place with devotion. Puranmasi day is celebrated every month in this place with great devotion. In appreciation for this assistance and the warm welcome from the local community, Guru Gobind Singh gave his blessings to the place and named it “Nada Sahib.”

Gurdwara Nada Sahib starts live-streaming Gurbani daily from today (11 September, 2023. Telecast to take place in 63 countries through World Punjabi TV, social media page, and YouTube channel of the HSGMC. Gurbani will also be telecast on the social media page and YouTube channel of the HSGMC. However, the rights will remain with the HSGMC.

Guru Gobind Singh’s blessings have made this place profoundly important for Sikhs all around the world.

A Journey Rooted in Punjab’s Heartlands

Des Raj Kali’s journey began in Mithapur village, Jalandhar, where he absorbed the influences of Sufi saints and Dalit writers like Lal Singh Dil and Sant Gulab Das. These early experiences laid the foundation for his later work that would captivate hearts across the world. We met first time when he was the resident editor of the magazine section of Dainik Bhaskar at Jalandhar. Since then we have always been in touch, every time discussing some new topic. I always enjoyed his company. He passed away at a very early age of 51, on 27th August 2023. His literary works were celebrated on platforms ranging from the Jaipur Literature Festival (2010) to special sessions at Nottingham Trent University in England, Montpellier University, in France, and Monash University, in Australia, among others.
